Post Odd Judge Dredd Find, Japanese? bootleg?...

I recently purchased a handful of ps1 games from a local thrift store including a weird copy of Judge dredd. It might not even be for the ps1 but its my best bet, because it says PS on the disc. It screams something is wrong because it isnt one of those typical black ps1 discs, it is spelt "Judge Dreed" and has either japanese or chinese characters on it. its only the disc and game insert, no jewel case. The insert itself is normal except it does not say Playstation anywhere on it. The disc looks like a plain cd with blue writing on it if that helps.

Any ideas as to what this is?

p.s. it works as it should on the ps1 but i have to do the swap trick...

There were a lot of bootleg games in Russia for PS1, that's why this system was so popular here.
